Matra Modernized


On November 3, 2009, the Dutch government presented a new policy paper on Matra “Matra modernized” to parliament (Externe link new policy paper). This policy document provides the outline for the modernization of the Matra programme. While maintaining the main characteristics of the prorgamme, it aims to increase the relevance and effectiveness of the programme and adapt the programme to the current challenges.

The main characteristics of
Matra modernized are a more thematic focus, a simplification of the Matra instruments and a delegation of a bigger part of the budget to the embassies in countries, where the programme is implemented. In this way Matra modernized provides for a more direct support of the different local societies. The Russian Federation remains one of the target countries.

The introduction of Matra modernized in Russia will take place in the course of the year 2010. In Russia, the Matra focus will be on four themes:

  • Justice and Home Affairs, which includes legislation and law, public policy / public administration, police and (the fight against) corruption
  • Human Rights, Minorities and Media (including information policy)
  • Environment and Nature/Biodiversity
  • Health Care.

In the past, only small Embassy projects (up to a maximum of 900.000 RUR) could be supported by the Embassy in Moscow and the Consulate General in Saint Petersburg. Starting in 2010, the Embassy will also be able to support larger projects. Currently, the modalities for the support of small, medium-sized and large projects are being worked out. More information on the exact framework of the new Matra modernized for Russia, the new procedures and project requirements will follow as soon as possible. Until then, the old, existing rules and procedures will be applied.
